Complete "Complete Relief"?

Just curious. What if the free relief puts you in standing water?

In theory, you drop into the "abnormal course condition" [also called casual water] and then take relief from the "abnormal course condition." Most of us skip dropping into the water and just drop where the relief would be for the "abnormal course condition." Strictly following the Rules requires both drops.

Strictly speaking, in general, you deal with each situation individually.
Taking relief can never force your ball out of bounds or into a penalty area, but it can force your ball into undesirable, even unplayable positions.
First take relief from the abnormal course condition
Then take relief from the standing water.
