Not really. It’s all part of it, but for Nappy it’s more about centering contact and dispersion than simply spin control. Shafts can only do so much with spin and flex is often overthought of as it pertains to more or less spin

In the club head it can. It will also reduce launch angle and create speed. But it comes with a reduction in stability so all have to be factored in.
